If you're talking about desktop PC, yes. Power Supply usually has fusible link. It might also have its own power switch on the back. Sounds silly, I know, but not everyone looks. Sometimes, if it was a power control issue with the OS, holding the reset button down for a few seconds can restart things. The reset button is usually a much smaller button near the main power button and recessed so that it doesn't get pressed by accident.

Most cars do not have a fuse for the ignition switch itself. Power goes directly from the battery to the switch. Everything after the switch is fused. It might have what is called a fusible link which is a pc of wire that melts off if the current draw is too high. Try to find a wiring diagram for your car on line and it will tell you if it has a fusible link
The fuse is located inside the ATX switch mode power supply and it is solder onto the circuit. There are dangerous voltages inside this power supply. I suggest you get a new switch mode power supply because failure of a component inside the power supply has caused the fuse to blow and replacing the fuse would most likely not fix the power supply.
You probably blew the fuse in the power box where the plug ,and 115/230 switch is. unit must be dissambled, as well as the power box. there should be a fuse inside. If you can't do it take it to a repair shop. If you can ,make sure the new fuse fuse is the same amperage.
Check to see if there is a toggle switch on the back of the case. You may have inadvertently hit the switch and turned it to the off position. Try moving the switch to the opposite position and then try turning on your system. If you need further help let me know.
Some of the HP scanners have a removeable cord like the one on your desktop PC. Check to see if ther'e a loose connection to the scanner end.

If there is power through the fuse I'd test the switch. If they are both OK, and power gets through both the fuse and switch, then the unit is likely toast.
change the switch to 230V and power on your system If the system does not ON then the SMPS might be damaged(It might be fuse or power transistor damaged). As your system is new one you will have warranty so replace your SMPS with new one.
