Windows will not start with a Toshiba external hard drive plugged into USB

Computer starts normally in windows with a windows that is installed on a hard disk on that copmuter. In other words - windows is installed on an internal hard disk of a computer A. If you get it out and put in a computer B it wont work.

To have the things work:
1. First should set in BIOS boot up options first boot device CD/DVD, second OTHER/USB/EXTERNAL, third HDD
2. Should boot up from a CD and install windows on an external hard disk (in your case your 3TB Toshiba external HD)
3. Set in BIOS boot up options first boot device OTHER/USB/EXTERNAL, second internal hard disk e.g. HDD0, HDD1

It sounds like your system has corrupted. Put your instal disk in. Start your mac up and hold down the c key. Once it has started check that the hard drive exists by go to the menu bar and selecting the disk utility. If the hard drive shows it means that it is okay. Then run the disk utility check drive and then run the repair permissions. You can then try restarting, if it works then you are back up and running again. If it does not you will need to reinstal your system. You do this by starting up with the instal disk holding down the c key and run the instal script. To keep your hard drive contents you MUST use the preserve users instal which will come up as an option. Do not reformat the hard drive as this will wipe all your information.

If your hard drive does not show up the hard drive is probably a goner and you will have to purchase a new hard drive install it and then instal a fresh system.

If you have been running time machine as your backup operation you could instal a totally clean system and then select the time machine backup once the new system has been laid down using the migration utility in the utilities folder within the applications folder.

I installed a new western digital hard drive in a compaq desk top. I can't find the boot order to make the cd read the windows install CD

While the computer is starting, look for the compaq splash screen or just start tapping F12 when the computer starts, it will flash up a temp. boot order menu, choose your cd and hit enter.
