Help me on how i can use a web cam
I will assume you are connected to the internet with a faster 'Broadband' connection on a decently functional computer that will allow a satisfactory web cam experience. Connect your camera to your computer and follow along below. The wires that came with it should fit snugly and look like they fit into one of the holes, rectangular peg into rectangular hole style.
I want you to press the Windows Key + R on your keyboard. My "Windows Key" is between my CTRL and ALT keys. So, to do that hold down the Windows Key while it is down also press down on the R key.
That should bring up the Run dialog. Type devmgmt.msc, press Enter, and then look for your webcam in the device list.
Are there any Yellow Bangs? (Bangs are ! marks. And a Yellow Bang is a ! in a yellow circle which is your computers way of saying "I don't know what to do with this thing!".)

If you have Yellow Bangs, your devices are broken or you need to get the proper drivers.
You can try clicking your right mouse button and selecting "Update Drivers" allowing Windows to attempt to find them automagically.

If everything on the hardware side is okay, indicated by a lack of yellow bangs, then it is software.
I recommend Skype for conversations with people you know, it is a program that installs on your computer. ( Skype.com ) But you can try chatroulette ( www.chatroulette.com ) as a quick and dirty way to test your camera, it is a website that makes use of web cams. Be warned, chatroulette has a lot of teenage morons on it and you're bound to run into one sooner or later.
