The logs generated by my WNDR3400 are displaying the wrong time (pacific time as opposed to eastern time) and I don't see anywhere in the web GUI where you can set the clock.

This is a known bug with the firmware/software on this model, even though you set the timezone to -5 EST anytime a change is made it resets the router to PST -8.
You can try updating the router to the latest firmware (please check the NetGear website for how to do this) which could potentially fix the issue.

I cannot access the router settings. The light keeps flashing green.I cannot manually set up my settings. It said the setup was a success, but later when I was setting the router settings it told me I lost...

Flashing green means its trying to contact the modem. So, there is some problem with modem-router connection or with the modem.

Disconnect the modem from the router and connect the modem alonely to the desktop and check.

If you are unable to go online, restart the modem/reset the modem.

After that, connect the modem to the router, then reset the router (In the back side, U can see a reset button. Hold the button upto 10-15 seconds, lights will go off and it will vary). then, power off the router and after 10 sec, make it on.

Then it will go to default settings. Now, try to go online.

If not, Call Belkin 1800 2BELKIN. Life time Free phone support 24*7.

does the PC work with the ethernet cable connect to your router.?

NO PC stated, no OS stated, how can anyone guess
with just (2 words, computer + wireless)
wifi you meant Im sure but you can put on a 3/4G card and run that. and that too is wireless. but I be you don't have 4G.
does you CELL phone wifi connect to the router?
if not they you are using the wrong credentials.

what is wrong is simple (kinda)
1: the wifi card/chip driver is wrong /missing or 1/2 loaded.
2: the settings for wifi are wrong, in the setups.
what we do is go to the router, read what setup credentials are there. WEP /WPA or WPA2
the get the passphase from there (was word)

that begs the question who owns the router you or the ISP
if they own it , then its locked, and you must call them and get the to disclose the login credentials. (after its locked)
if not locked , tell me the maker name of the router and model and we can set it up.

if you can not CELL phone, (android ) settings, turn on wifi
if that fails , then you need help setting up the router
on most cases the ISP puts sticker on the back of the router
(nice IPS) that tell you your wifi settings.
if not , you must call them

Clock Settings are wrong!

The router can be configured to communicate with a "time-server" on the Internet, i.e., to talk to that server once a week, to "synchronize" its internal clock with the clock on the time-server.

Access the router's "configuration" screens, and enable the "network-time" function.

Connection times out in i try to connect

This happens when the Signal strength is not good enough, or the settings are wrong. First I would get closer to the router, and if that doesn't work, check the router settings with the person who set it up!

401 unauthorised cannot view router setup

this is usually caused by trying to acces the router by entering the password wrong 3 times. just close your browser & try again.
1. you must be directly connected to the router with a cable.
2. if you dont remember the password you must press the reset button on the router & redo all your settings.
3. sometimes the firewall settings on the computer can cause you not to connect. temporarely turn off you firewall & try again.

Please check if the router settings is set to DHCP rather than giving static IP addresses. You can do this by logging into the router's page and then navigate to the Wireless Settings portion. If it is set to give out static IP address only, change the setting and allow DHCP.
