TV tuner cards receive an input. Your monitor should still be connected to your computer using the VGA/DVI/HDMI output. The software for the TV Tuner should take the input from the external cards input and output it to your monitor like any other desktop application.
If your Monitor is giving you input not supported from your standard video output then you may have your resolution set to high,or the monitor frequency set too high (max of 60hz typically for LCD)
The package contains an audio cable, connect the cable audio out from card to audio in of computer and connect the speakers at the same place where it is,
or you can directly get audio from tv card by connecting speakers to audio out connectors.

For every tv tuner card there is line out socket, use two sided phone plug one side of it connect it to the the audio out off tv tuner and another to the Line in socket of your PC,then go the volume properties increase the line in volume.
