Sometimes this happens when the LCD is newly replaced and is not plugged in all the way. I would suggest taking the iPhone 4 apart and pressing down a bit on the LCD connector. If this doesn't fix it, your phone/LCD is damaged and is in need of a replacement.
Just in case people don't rip you off with the repair i am going to give you the price for a LCD assembly which is $25 - $35 (That is if the problem is on a faulty LCD not the board).
When you say its hard to read are you meaning its sort of 3-D looking or is it like a glowing that makes it fuzzy only in certain areas. Let me know and I will assist you with the issue.
go to bios and see whether the lines are there or the screen is fuzzy or not
if it is then the monitor has gone bad and if not update the bios

Looks like your backlight is broken, if you had the same issue before it could be a broken logic board. The screen is not too hard to replace or to reconnect. There are also third party iphone repair companies that do it for you.
