It is possible your PL code setting is not set the same as the other unit. Here is a link to the user guide http://www.mytoolstore.com/motorola/rdx_userguide.pdf You will find programming instructions starting on page 36.
Secondly, it is possible you have a bad or poorly charged battery. No transmit is a common problem with a bad battery, as it takes more energy to transmit than to receive. Trade batteries with a known good unit and see if it solves the problem.
If programming and/or the battery are not the issue, your radio is likely in need of repair.

Without a factory or professional scan tool you can't read these code's . Advance , auto zone , pep boy's etc .... can't read these code's . Your best bet take it to the Dealer or someother qualified repair shop.

  4. Press SET. Daylight savings mode (DST) will appear on the bottom of the display. PRESS +/AUTO or -/RDM to set mode to either DST AUTO or DST OFF.

  5. Press SET. PRESS +/AUTO or -/RDM to set the current hour. To change between AM and PM, press +/AUTO or -/RDM 12 timers.

  6. Press SET. PRESS +/AUTO or -/RDM to set the current minute from 00 to 59.

  7. Press SET. PRESS +/AUTO or -/RDM to set the Astronomic function to your zone - North (nor), Central (cen), or South (sou).

  8. Press SET to view the sunrise time. To adjust sunrise time press +/AUTO or -/RDM. To go back to the default sunrise timer press ON/OFF.

PROGRAMMING THE TIMER

Note: The timer allows a maximum of 7 programmable ON/OFF cycles.

To program the first ON/OFF cycle: Press SET repeatedly to scroll through setting the clock mode.

  1. Press SET to display ON 1 setting.

  2. Press +/AUTO or -/RDM to select day or group of days you want for cycle 1. Scroll to select either every day, any individual day, weekdays only, or weekends only.

  3. Press SET. Set ON hour by pressing +/AUTO or -/RDM to scroll through and choose hour AM or PM, or Sunrise/Sunset icon for first ON setting. Note: To select Sunset or Sunrise for the ON time, you must scroll through all the AM and PM hours first. If you select Sunrise/Sunset as the programmed ON time, press SET to continue programming OFF setting.

  4. Press SET. Press +/AUTO or -/RDM to set ON minute from 00 to 59.

  5. Press SET to display OFF 1 setting.

Repeat steps 2-4 to program desired OFF time.

To program additional ON/OFF cycles: Repeat steps to create additional ON/OFF cycles (ON 2-OFF 2, ON 3-OFF 3, etc.) up to a maximum of 7 different ON/OFF cycles.

Press and hold SET for 5 seconds to exit programming mode. Note: During programming, if no button is pushed for 30 seconds, the timer will automatically return to standby mode. Press ON/OFF to cancel any setting.

Sun tracking technology: Timer adjusts automatically to changing sunrise and sunset times in sunrise/sunset mode is chosen for any programmed ON or OFF time. For example, if you program a cycle to turn ON at sunset and OFF at 10:00 pm, the timer will automatically adjust ON (sunset) time as sunset time changes throughout the year (and will always turn off at 10:00 pm as programmed).

IMPORTANT! REVIEW PROGRAMMED ON/OFF CYCLES: Press SET to advance through all programmed ON and OFF settings. Make sure there are no overlapping ON or OFF times. Stop at any programmed setting you want to change.

To operate timer: Press +/AUTO until AUTO appears in display. Timer must be in AUTO mode for programmed settings to operate. Plug appliance (such as lamp) into timer and plug timer into wall receptacle.

IMPORTANT: Appliance must be turned ON or be in the ON position before plugging it into timer.

SECURITY (RANDOM) MODE: To operate a plugged-in appliance (such as a lamp) in a random pattern while you are away, to simulate actual use: press -/RDM until RDM appears in display. In Random mode, plugged-in appliance will turn on and off at random, approx. +/- 30 minutes from the programmed settings.

To cancel Random mode, press ON/OFF until RND disappears from display. Timer will now function using your previously programmed settings.

DAYLIGHT SAVINGS (DST) MODE: If timer is in DST AUTO mode, clock time (and sunrise and sunset time) will automatically increase 1 hour on the second Sunday in March at 02:00 am and decrease 1 hour on the first Sunday in November at 02:00 am.

TO OVERRIDE THE TIMER: Press ON/OFF until desired mode is displayed:

ON: Programmed settings will be overridden; the plugged-in appliance will remain on

OFF: Programmed settings will be overridden; the plugged-in appliance will remain off

AUTO ON: Turns plugged-in appliance on immediately until the next programmed OFF time. Press ON/OFF until ON displays on the screen, then press +/AUTO and AUTO will display on the screen.

AUTO OFF: Turns plugged-in appliance off immediately until the next programmed ON time. Press ON/OFF until OFF displays on the screen, then press +/AUTO and AUTO will display on the screen.

RDM ON (Random ON): Turns plugged-in appliance on immediately until the next random off. Press ON/OFF until ON displays on the screen, then press -/RDM and RDM will display on the screen.

How to program a Motorola rdm2070d to a baofeng bf888s

The RMD has a set frequency list. Those are factory programmed and cannot be changed. Your baofeng can be reprogrammed to most frequencies.
Critical! First, make certain both are in the same band: Uhf or Vhf.
Make the list of frequencies you need both radios to use. If the RDM has it in the list, you are good to go! If it does not, and you must match the Bao, get a new radio. There are no mods or hacks for an RDM.

Instructions:
Charge the Battery:

6. Repeat steps 1 through 5 for additional ON/OFF settings.
7. Press the "MODE" button once, at any time exit time setting or program setting.
Sun tracking technology: the timer adjusts automatically to sunrise/sunset times. For example, program lights to turn On at sunset and Off at 10:00 pm. As daylight hours extend, the sunset time will increase. For example sunset may be at 5:41 pm on Monday, 5:42 pm on Tuesday, and 5:44 on Wednesday. The timer will adjust to this On time accordingly and will always turn off at 10:00 pm as programmed.
To Connect/Operate the Timer:
Plug device in to the timer and turn the device on. Plug timer into wall outlet.
To Operate the Timer / Use Manual Override Function:
Press MODE to choose different function between ON, ON AUTO, ON RDM, OFF, OFF AUTO, OFF RDM
1. ON - load is ON permanently in manual mode.
2. ON AUTO - AUTO mode has been selected and load has been forced ON and will stay ON until a contrary scheduled event.
3. ON RDM- RDM mode has been selected and load has been forced ON and will stay ON until a contrary scheduled RDM event.
4. OFF - load is OFF permanently in manual mode.
5. OFF AUTO - AUTO mode has been selected and load has been forced OFF and will stay OFF until a contrary scheduled event.

Random Setting Security Feature:
When the random setting is ON, the timer will turn ON/OFF +/- 30 minutes around program on and program off times.
Daylight Savings Time Feature:
When the DST function is on "DST AUTO", the sunrise and sunset time will increase 1 hour on the Sunday of the second week in March at 02:00 am every year. It will then decrease 1 hour on the Sunday of the first week in November at 02:00 am every year. For example if sunrise is 6:12 am on March 9th, it will be 7:11 am on March 10th.

Instructions say: Set timer to AUTO using MODE button. This will let programs run.
To override current program, press MODE once for ON-or-OFF override.
Press MODE again to enter RDM or random mode. RDM shows on display.
Press MODE third time for AUTO. Usually, AUTO will show on display.
