use the vr adjustment points to adjust the AMC modulation. DO NOT cut the mic audio limiter tr-32 or the modulation limiter tr-54. it will over-modulate and splatter out of band if you do

To me it looks as if the battery is not charged ok. I'm not sure if you can monitor the battery voltage, but if you could, and you saw the voltage drop bellow a certain voltage and the speaker stopped there, and you could repeat this that would be the case. But perhaps you just charge the battery and discharge it a few times, before you panic. Some batteries only start working with full power after a few charges.
The two most common reasons for low modulation are 1) Speaking too softly and 2) holding the microphone too far away. (or both) I used to be guilty of the opposite, and overmodulated often until friends took me to task! It took a while to retrain myself. It was a bit embarrassing as I was one of the instructors at the time!
Ask your friends to help: start counting from 1 to 5, speaking a little louder each number. Then do the same count moving the microphone closer. Then ask your friends which number sounded best on each test.
If it is an electronic fault, it really needs a shop or at least someone with the right equipment. Hope this helps.
It could be the microphone, they break after a a bit of use. Either that or the security settings on your account. Your best bet is to try borrowing a friends working headset to see if its just your headset, also try a different controller if you can. If neither of those work, something in your settings is preventing talking. When I played with my brother, before he turned 18 we had problems with communication due to parental security stuff.
More bits equals better sound but more data, so you need to decide if you have enough storage space to get better sound with 16 bit audio, or if space is more important and you need to save as much as possible by using 12 bit audio. Try them both if you aren't sure and see if 12 bit is good enough. If it is, you could probably set it to that and leave it.

set it up as follows:
Go to Tools,
then Options, and click on Audio Settings and set the Microphone
and Speakers to the computer Audio Card.
click on the Video Settings.

on the bottom of the page click on Save.
