Power light coming on when you plug it in but no
lighting of the screen is usually caused by the power inverter board
having gone bad. Common on the 17s due to their age is a bad bulb or more.

It is most likely a backlight that has burnt out or something else of the sort. You will want to call HP Support and explain to them of your troubles.

The problem is your backlight lamp is bad. Your description is of very classic symptoms for the backlight. You can either replace the LCD assembly or monitor or try replacing the backlight bulb itself. You'd have to call around to some repair shops to see what they'd charge to see if it is worth it to you to fix it or replace it. Does the power light stay on? If so, you have an inverter problem. If the power light goes off, you have a power supply problem.
