Two items, check the thermostat is not set too low.
If it is not, then check the fuses.

Radiator fans

It may be your relay! A way of checking is unplug the fan and put a test light on the plug itself with a/c running and if it doesnt have any power going to the fan with a/c on then your a/c fan relay is probably bad!

yes it does keep tv cool. The fans do wear out, but sometimes the circuit that powers the fan can have overheated or burnt out capacitors and won't send power to fan. You can test power with a voltmeter and capacitors with an ohmmeter. You can parts at shopjimmy.com

You have a bad fan motor and it needs replacment(outdoor fan),sometimes though you can replace the capacitor(if it looks bloated or malformed).good luck--Nate

1 step cheack power to fan if no power
2 step cheack relay and fuses
3 step if there is power at fan then repalce waterheat sending to the computer

if non of that works and you have power to fan replace the fan motor
