There is no jam but keep getting the error that there is a "jam in output bin"

Make absolutely sure there actually is no paper jammed in there.
I came to this page with the same warning, convinced I had a software glitch. Turned out there was a page accordion-folded down to the size of a pencil lead. I didn't know paper could be folded that small.
Of course, everyone here may be a lot brighter than I am, in which case sorry to waste your time. But for me, the obvious first fix needed to be thoroughly explored before cursing HP and their machine.

my experience says jamming in duplex area using card stock. this may occur if default is duplexing. set default to single side and / or try same job using plain a4 80gm2

Double check EVERYTHING you disturbed when you replaced the Transfer Belt.
Probably 2 things not connected properly - fan obviously, and a sensor.
