probably full of scale in the nozzle and element common from using tap water. Purchase a product called scale clean insert and flush. Scale clean is available at department stores for home coffee makers.

order the part from bissel see if that fixes sound like you know what wrong just need get part number from bissell.
Could be some kinda pump also thats bad not pushing out the water.
I got bissle heated one black it only problem the seals rot out the soap dispencer. if you want be cheeper on washing things you can water down dish soap ore laudry deterget on there unit and cost allot less 17 bucks for bottle soap water

This unit has to have some type of clogg in the hose or unde neath the unit. Check to make sure that you have suction in the hose first.

The pump may spin but the vanes inside could be broken or worn enough that they are unable to push water through the pump system. I am repairing a Bissell Model 8920 Pro-Heat 2X that has this very same problem.

I tested all the hoses to verify that they were not plugged. I then hooked the water and cleaner tub from the rear directly to the pump and held it above the pump assembly and water barely went through it with gravity feed and the pump was visibly spinning. The pump assembly can be acquired from AE Carters for $10.00.

I do not give any guarantee that this is the only problem.

Make sure the filter on the tank lid is clean. If yours has the half moon window at the bottom, make sure that the half moon window and the clear noozle haven't come apart from each other.

Check the vale at the bottom of the tank. Push it in and see if water comes out ok, also check to make sure the seal is on the valve asm. Check the pump belt to see if it broke. Could have a bad pump. Is the top cover seated against the base in the back, if it is raised up, then it also raises the tank so it can't work.

May be better to just replace it, CAP & INSERT ASSEMBLY - WATER TANK
Shouldn't be more then $5.
