If you are certain that your printer online properties indicates color printing and you can get 'test print' in color (via Printer properties or Printer built-in menu), I would first check that your application is not overriding the default settings (e.g. such as proof/draft mode printing in mono or B&W) or try another application.

If no applications won't print in colors, I would try to re-install the Printer Drivers specific to your windows version.

I would like to use the black ink only for certain jobs and not have the color printing

It is not a mono laser. Color laser no matter if you print only black it will still pull some small percentage of other color to mix. if some of your color toner is already 0% it will not allow you to print unless you replace the tomer.

Print a test page. if that is ok, then it could be the color profile you have selected. Also, you can make your own test pattern of Yellow, magenta, and cyan. (use mspaint and make 3 colored bars, a black bar, and a white background). Print that, and see if all 3 colors and black are printing. If one color is not printing (ie, yellow for example) then there is an issue with that printer head on that cartridge. If you are recycling the carts, then that cart needs replaced.

have you changed the print quality? some programs have different print quality settings if you change it to a universal setting like automatic it should be the same. also some programs print lighter to save on ink!

Certain color parts previewed on computer don't print out

Depending on the software you are using to do the preview...( a word processor, photo software ..etc) the preview is just that...it simply lets you look at the document or picture to see that you have formated it correctly in the main program. You should not try to print from the preview...what you can do is exit the preview function and return to the main software. the go to the file menu and exicute the print command and or do the page setup for the picture or document.

Printer doesn't print exact copy of picture should be in color.

Is the setting on the print driver set to color? If so, often times you can't print certain imaged from the web as you see them, It is copyright protection. So it may not be possible to reproduce is as seen.

Printing without color

Each cartridge must have a certain amount of ink for the machine to run, even though you only want to print in black and white. Hope this helps.

Black will not print

This may seem obvious but have you tried cleaning and refreshing the print heads? I've had a similar problem with only certain colors and the cleaning seemed to help.
