I have a RadioShack portable radio shack scanner 1000 channels or 146 or 143 all channels are locked out I can get it to skin with the public service option I can't figure out how to unlock it

You didn't provide a model number, so this response is a little generic and applies mainly to late model Bearcats. To release an individual programmed channel from lockout, stop the scanner on that channel (select and press MANUAL) then press the Lockout (L/O) key. Any unprogrammed channel, displaying 000.0000, will show as locked out. Programming a frequency into it automatically releases the lockout. If all channels are showing as locked out you may need to reset the scanner. The reset procedure varies my model, so I'll need the model number to describe the steps.

Getting "stuck" indicates that the scanner may need to be reset to restore proper operation. This is a fairly drastic step that will erase ALL information that you've programmed into the scanner, but it's about the only fix. To reset the PRO-94:

- Turn the scanner OFF

- While holding down the 2 and 9 keys, power the scanner ON.

- CLEAR will flash for about 5 seconds as the scanners clears its memory and restores factory settings. Do not turn the scanner OFF or press any keys until the CLEAR message stops flashing.

Your reset wiped out all programmed frequencies, leaving "000.0000" in each channel. That automatically sets the LOCKOUT icon, but it will clear when you program a frequency into the channel. You can download and print your scanner manual here:

If a channel does not have a frequency programmed into it, it will display 000.0000 and the L/O icon. Programming a frequency into the channel will automatically release the lockout.

To release lockout from a single channel, select that channel and then press the L/O key.

To unlock all programmed channels, select all frequency to ON, then press and hold the L/O key until the scanner responds with 2 beeps.

For a full reset of the scanner, press and hold the 2, 9, and HOLD keys while powering up the scanner. The reset will take about 3 seconds, and will be confirmed with a display of CLEAr. NOTE: this will reset the scanner to its original factory settings, and will delete everything that you've programmed into it.

Performing a RESET will not clear/erase frequencies or other data programmed into the scanner. If the RESET doesn't work though, you may need to INITIALIZE the scanner.
