Can't find a solution to this anywhere: a message on our Partner System can't be deleted. After dialing *99adn opting to listen to message, the 1st message plays and within 2 seconds gets cut off- after 2 min of silence, a dial tone of a receiver off the hook beeps for 30 seconds, and then all goes silent again (and stays that way for over 25 minutes, probably more). We never get a prompt to skip, or delete. Pressing *3 never works on this message.
If you want to reinstall the operating system or upgrade your device, you can use a flash file. This file helps to get back your phone in factory format. It can fix software issues, Boot loop issues, IMEI issues, and dead issues. These files are unique for every phone

SOURCE: static in phones
Static on Partner systems is not too uncommon and more likely as the system ages. These systems use relays (electric switches) to connect to outside lines and extensions. The static is usually from a faulty relay, but sadly these are not really repairable by end users. A power outage is sometimes associated with spikes - short high voltage conditions that occur as the power comes back on. Any vulnerable component may fail at that time. The solution is to replace the bad circuit pack. These are available used - just use your search engine. Prevention can be as easy as installing a good surge and spike protector power strip between the system and the outlet.

Sounds like you changed your line selection. Changing line selection on a Partner system is done on either ext 10 or 11.
At one of those ext's press the feature key and "00"
Next press the left hand intercom twice
The display should say system programming
Press the right hand intercom once. The display should say Centralized Programming.
Enter in the extension number that you want to program.
enter **
press the lit line in the order you want the to be used, i.e. line 2 then line 3 then line 4 etc.
enter ** when finished with line selection
.
Press feature "00" to logout
Hope that helps

That doesn't sound good at all. I would first try powering down the system and waiting about 15 seconds or so before powering back up. If the problem remains, the processor was some how damagedand would be best if it was looked at by your vendor.
