it flickers due to incorrect frequency setting.. LCD should be set to 60Hz. go to desktop, right click, graphics properties, display settings and set to 60Hz
This seems to be an Operating system issue , best way to resolve this is by Re-Installing the Operating system which will wipe everything in the laptop Hard disc,
At the Acer splash screen, you can press Alt and F10 to bring up a DOS style version of eRecovery. The unit is able to reload Windows from this mode faster then from CD. If the hard drive is replaced the system loses its eRecovery features. These features are on the hard drive and cannot be reinstalled
Boot your computer with winxp disk then follow the procedure. Press enter for install new xp then you see partition delete all partition then create again then install xp in first partition try this 3 to 4 times so that error not comes .you can do it. Whenever you do get it booted into windows, run the command prompt and in there run "chkdsk /f". That will check your disk for errors and repair them. Yours sounds like a boot sector problem, chkdsk should be able to fix that.
I think the first thing you should check in the power save, Down by the clock, i know you can change how long your laptop is on to save power plugged in or on battery
you will have to find what the beeps mean could be faulty memory or other hard ware problem try removing some memory or using other memory to eliminate memory problems or change video card
