See if you can download it from Microsoft. It seems to be related to the languge translators in Windows (NLS file).

My Laptop won't fully start/blacks out/won't recover

You are lucky that this issue is operating system based from what it seems, try to work the recovery option, let it be that way for hours. It will move at some point.

Did you have a AV installed? If not it is crucial to have an anti-virus software installed on PC.

If all the efforts appear fruitless, contact Samsung; it could be a hardware issue as well... although they are less frequently observed.

I got my laptop from my little sister and i would like to know how to restore it back to its original state as if i had just purchased the Laptop myself. I want to do this as though it were me who bought...

Samsung Netbooks have a built in recovery application. You can access this from within the OS under the start menu and it is called Samsung Recovery Solution (probably version 4 or 5). If you cannot boot to the OS you can access it at boot by pressing F4 while the Samsung Logo is still up. HERE is a full walk through for the F4 boot method, but the application is the same if run from within windows.

When i turn it on it makes a beeping noice then says at the bottom F2 for setup and F4 for recovery when y press F4 it says operating system not found. what do i do?

The hard drive probably is the problem, if the software is corrupted windows will not start, if you have a start up disc try re-installing windows, if that and does not work have the hard drive checked.

Cant turn my notebook on it is saying start windows normally and all that polaver but when i press it it goes onto a blue screen then back onto that how do i get my notebook on????

It sounds as if windows has terminally crashed.
During Start up, as soon as the Samsung screen shows, press F4 and choose the 'Full Recovery' option.
This will wipe everything on the C: drive and re-install the computer to the position where it was originally set up 'out of the box'.
When you originally set up your Sammy, IF you chose to make two partitions 'out of the box' then, the second partition will still be there... (the D: drive)
Hopefully you keep all your important info on there, not on the C: Drive.
You will need to re-install any other programs - such as MS Office; Yahoo messenger & etc., you may normally use.

How do i restore factory settings on my samsung r40 i have vista installed. i have all the recovery discs

You should be able to get into a restore screen by:

1) Start by pressing F4 when the BIOS "Samsung" screen is showing.
2) From the screen that pops up a restore option with the recovery disc should be available.

It goes unsaid that you should back up all the data that you want to keep and make sure that if you have purchased software like Microsoft office that you have the license key as you will need it to reinstall a full version. If you dont have access to these license keys, I have used the following in the past:
