It sounds like the control board has failed in regards to the lighting section or does it have a separate switch? The parts list has something listed as 'interface' . It is a $197 guess though for the control board! Did you remove the 4 halogen bulbs and test them with a multimeter? You should be able to test the switch.
I believe that's the "change or clean filter" indication. Clean the aluminum filters in the dishwasher, replace the charcoal filters if non-ducted, press the fan light over 3 seconds and it should reset.

Make sure there's power getting to the range hood. Check for a
tripped circuit breaker or a blown fuse. Check the wall socket (unless
the hood is hard wired) for power with a voltmeter or by plugging
something else in.

We installed our Broan-Allure range hood about ten years ago. On three seperate occasions since, the fan has randomly turned on and none of the control buttons would turn it off. After a while it turns itself off. During those same times, when you turned the lights on, they would blink before finally staying on. On each occasion, I have removed the screens and metal underpieces to gain access to the circut board. Once you can see the circut board, remove and replace the 3 Amp fuse that is mounted on the board. (Radio Shack part # 270-1054)...even if the fuse looks good, replace it. Each time this has work for about three years, then it acts up again..
