You can try contacting Baby Jogger or BOB. They both have a parts department and you should be able to order one through them. Depending on what you need it for they may be hesitant to sell it to you for a non-stroller related problem but if you give them the model number of one of the strollers they do sell with 12" wheels, tell them its for the stroller, they shouldn't give you too much problem.
