I created an alternate email address, namely [email protected] and receive a response which reads as follows: "Your Gmail address, [email protected], has been created. Welcome to Gmail! You can login to your account at http://mail.google.com/." Regretfully, nothing that I have tried enables me to gain access to this address. Please help. Thank you.

If your alternate email is another gmail account, you could add a period to it. It will be considered a different email but will still deliver mail to the same place. Also try logging into your alternate email and searching for any kind of confirmation email you may have received.

Change your username If you use Gmail with your Google Account, it's not currently possible to change your Gmail username after you've registered unless you want to delete Gmail from your account and use a different, non-Gmail address for your Google Account. You can also create another Google Account with a different Gmail username.
If you don't use Gmail with your Google Account, you can change your account username to another email address at any time. Your username is the full email address you used to create your account.
To change the email address on your account, just follow these steps:

1. Visit the Google Accounts homepage.
2. Sign in to your account.
3. Click Edit in the Email section.
4. Enter your new email address and your current password.
5. Click Save email address.

Once you've saved the change, you should receive a verification message at the email address you just entered. To complete the change, you'll need to click the verification link in this message. You should also receive a message at your old email address confirming that we've registered the change to your account. If you don't receive the verification email, check your spam folders or request a new email.
Note:

• You can't change the email address on your account to an existing Gmail address, but we invite you to add a new Gmail address to your Google Account.

Seriously... if the person has a mobile phone that receives text messages, they can get an account from any web-mail provider.

If you have a mobile phone (with text messaging):

• Gmail and Yahoo Mail will work. A text message will be sent to
  the phone for verification.
  
  If you are a close relative: child, parent, spouse, etc. and are available to help them manage verification when needed, that's OK, but DO NOT use the phone of a friend or person of convenience.
  
• Simply go to gmail.com or mail.yahoo.com and click on the link to create an account, then carefully follow the instructions on the form and pay close attention to the username which becomes the first part of the email address: e.g. [email protected]. If you are John Smith john.smith and johnsmith are already taken so you will need to try something like [email protected] or [email protected] (or some other number that makes sense and is easily remembered).
  

If you DO NOT have a mobile phone (with text messaging):

• You will probably need to get an account from outlook.com which does not insist on having a mobile phone for verification.
  
• If no phone is entered for an outlook account, an alternative email address is required for verification.
  
  If you are a close relative: child, parent, spouse, etc. and are available to help them manage verification when needed, that's OK, but DO NOT use the email address of a friend or person of convenience.
  
• Simply go to outlook.com and click on the link to create an account, then carefully follow the instructions on the form and pay close attention to the username which becomes the first part of the email address: e.g. [email protected]. If you are John Smith john.smith and johnsmith are already taken so you will need to try something like [email protected] or [email protected] (or some other number that makes sense and is easily remembered).
  
• When you get the the place on the form where it asks for a phone number, leave it blank, but enter an alternate email address instead into the field for the alternate email address.

o cancel a Gmail account and delete the associated Gmail address:

• Go to Google Account Settings.
• Open the Products page.
• Click Edit under Your products.
• Click Remove Gmail permanently under Delete a Product.
  • You can also choose Close account and delete all services and info associated with it to remove your entire Google account (including your search history, Google Docs, iGoogle page, AdWords and AdSense as well as other Google services).
• Make sure Yes, I want to permanently delete [email protected] and remove it from my Google account. is checked.
• Enter an email address different from the address associated with the account you are closing under New primary email address.
  • Gmail may already have entered the secondary address you used when creating the Gmail account.
  • The alternative email address becomes your new Google account user name.
  • Make sure you enter an email address to which you have access. You need that access to complete deleting your Gmail account.
• Enter your Gmail password under Current password.
• Click REMOVE GMAIL.
• Open the "Gmail Removal Confirmation" email from "[email protected]" at the email address you specified as your new.
• Follow the deletion link in it.
• Type your Gmail password under Password:.
• Click Verify.
  • Keep in mind that you cannot undo this step.

Create a Live email account
Windows Live is a group of services offered by Microsoft on the Internet and through mobile Web browsers.
