These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit stage inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power led, by switching On & OFF the set, for at least two times. Unfortunately, this indicates a technical fault with the TV which can only be fixed by a service engineer.
If the light is blue and blinks 3 times, it is indicating a fault with one (or both) of 2 circuit boards inside. They are the XSUS or YSUS boards and will possibly need replacing.
At least knowing this might help you ascertain a quote as too how much the repair will cost.
