There are several possible issues at play whenever the lost video message appears.

First, have cameras lost power? If you powered cameras through a central power source, inspect it and verify it is working

If you powered cameras through a plug in transformer, touch it, if warm it is working

Next touch the cameras, are they warm? If so, they have power.

Once you have determined cameras have power, disconnect power for several minutes. Turn power back on, if cameras respond and send video, your cameras have likely suffered damage from a power surge and are near failure.

If you have access to a small tv with an RCA video in jack, you
can test this by leaving the camera powered, run a short length of cable from the tv to the camera. We use hand held mini monitors to test this, but they are pricey,

It is most likely that have power surge damage and the cameras need to be replaced

"Lost Video" error

Which version of the card are you using, BNC or D type?

Remember: GV-800 is currently not compatible with VIA series and ATI series chipset motherboards.

I know Dell uses mostly Intel chipset, but just in case, check with your motherboard to see if you don't have either ATI or VIA; specially since you already have the nVidia.

Try going to the BIOS on your PC and set the 'Primary Display' to PCI instead of the built-in chip.

The geovison cards have quite a few issues with winXP and up because of the way they switch inputs. Windows don't seam to know how to handle it, i would try installing the drivers for the device again. You should see 4 video capture cards as well as a pci-bridge installed.
I also highly recommend Zoneminder for cctv. http://www.zoneminder.com/

On all cameras it says lost video

I assume you have multiple camera's and have checked that at lest one has power :-)
If so, most likely the PC has lost the cards License Key .. try uninstalling the camera drivers & re-installing.

GV800 software keep rebooting, anyone has any idea what's the problem is?

sounds like one of your cameras lost connection and the system is rebooting because of that. check the general configuration screen and make sure the reboot on exit is not checked, also check all of your camera connections to make sure they are all ok and receiving video on all channels.
