You will need to install the drivers for your drive.
xp doesn;t recognize 2.0 usb unless you install drivers and have a usb 2.0 port
but install the drivers and you should get it to recognize

you can go to control panel, system and device manager.
look for a usb device that is not working and right click install drivers or update drivers.
See if it comes up.
Once it does you will see it in the device manager under disk drives

I have just bought 2.5 inch toshiba external hard drive for my lap top and it is not working

you've probably popped it smell the connections for the smell of burning, check the fuse in the plug should be 5Amp,
there easy to blow, if you don't get the USB plugged in the right way first time it sparks & shorts the ports out on the computer & if you've got the hard drive plugged in & switched on before you plug the USB in then it shorts the drive out as well.
take it back to the shop & tell them two replace it.if they won't then open the unit & take out the drive because that will still work & sell it on e-bay or put it in a desktop pc.

check if you have another drive which has the same alphabet as your external drive, if so then go to disk management and change the name of the disk.

Flashing LED light but not working

Unfortuntly, this caused the drives power source to be exceded and damage the drive or circut board. If you know someone that knows computer well, have them or yourself take the hard drive out and manually connect the driver to a computer and extract your data, if the drive is not damage that is, there is know way to know for sure until you try to connect to a PC directly. Or, purchas another USB external housing.
