Starting about a month ago, the computer monitor would go into Safe Mode and while everything else would continue running fine (I could hear my programs still active through the speakers), it would have to be turned off and on again a few times before it would work again. This would happen randomly. Now starting since yesterday, the monitor will randomly phase out into this mess of staticky, bright flashing lights and colors and have to be turned off (or will go into Safe Mode on its own). I tried to wait it out like the other times this has happened but the tower started beeping so I just force turned it off. We're totally lost as to why this is happening. My Dell E173FPc exhibited this same problem as described by many people on this site. Having looked through the solutions I decided to investigate further.
Posted solutions point to a faulty 12V smoothing capacitor, dry joints on the inverter transformer or faulty driver transistors. All these were Ok in my case, but on closer inspection a dry joint was found on L202 – see picture.
Cleaning off the old solder and re-soldering fixed the problem.
So if your monitor exhibits the same symptoms carefully inspect all the solder joints of large components around the inverter.

Ok if it the monitor works fine on another unit discount it out of the equation as a monitor problem.
I would suspect the driver on the PC that delivers the problem, especially the video card.
. Check that the cable is also on tightly. remove it and even clean the pins and replug it .the plug on that PC may be dirty
You May need to replace the video card as the communication to the monitor is intermittent and that is why you get the amber light.
Open the box with power off. clean the card if it has a lot of dust on it ( most do and its always a shock) wipe it over ( BOTH SIDES) and then try to start it up as usual with the monitor connected to see if that fixed it ( sometimes works) if not get another card and replace it. Best I can offer without being there to help on the spot.
A new card should allow you access to install and configure it and these days they are pretty cheap to buy
