Look up the company on line & retrieve their contact info, most companies allow you to purchase parts from their website or place product on line (Google) & it will give ideas

try using either of these apparently they are universal keys for xp i have not tried it so i cant gaurantee that they will work

The contact list is in your hard disk, not on a particular IC on the motherboard.

Anyway, you check the wires from the power supply to the motherboard. You're missing some cable connection and that's why your computer cannot start. Check the long power connector with many colored wires, check the additional power "ATX" connector with 2 yellow and 2 black wires, check the thin 2-wire cable from the Power button to the appropriate pins on the motherboard. Also your power supply may be faulty and you can try to replace it with your old one from the old case.
