When i try to start my dell dimencion 8400 it beeps 6 times and the monitor dosen't show anything, i know the problem is the cpu because the monitor works fine with my laptop.

It's a bad cpu if the fan's not running.if it is runing it's a bad graphics card, it's a common dell issue. you need new hardware. i suggest getting a used peice of hardware, it's cheep and effective for when the slot goes out eventually. save up for a new computer unfortunately. unplug your computer from the wall during storrms and get a surge protector incase of brownouts. your computer should have a happy life.
