I have ac Acer S202HL LCd monitor. When I booted up one day it didnt come on.

first check with your both power supply out put is coming 19 Volts dc.
if its not coming check with multi meter primary and secondary of your adopter continuity.if no continuity replace with proper working adopter.

Power off ac adopter is ok

remove the rear cover then tried to make a voltage checking since as you said the power adapter is good so what you need is a voltage checking going inside. you need a digital tester then make a voltage checking at the lcd control board if the dc supply goes through or not present. you can check also a bulged capacitor or burnt parts at the lcd control board.

I picked up this monitor at a yard sale it says dc input?? is this the power supply? how do i hook up a ac cord?

If it says DC input and there are no other socket which has three prongs(this is for the AC input), all you need is an adapter, which you will plug to a wall socket and the other end would be plugged to the flat panel, it works like a transformer, just like any power supply, like for laptops, just try to find the correct voltage, 12v,16v or whatever is needed by the panel. Often you can find the voltage require on the panel itself, reading as POWER INPUT, xx volts or Power requirement.

Need cable and power supply

Power Adapter Input AC 100-240V, 50-60Hz, Output DC 12V/4.0A

This may help. Just make sure you have the right dc output mentioned on the back of your monitor (12v4a or 12v5a) if any lower your monitor will shut off after displaying for few seconds then electrical smell will come out from your ac/dc adapter. When it overheats it shuts off.
