I have a Philips TV and would like to control it with an Emerson Remote. Can somebody give me step by step instructions for programing it? Or will it even work? I am trying to avoid having to buy a universal remote, even though, I know, they aren't that expensive!

2749,2718,2745,2701,2783 are the codes to check with Philips brand TVs. If you wish to get more details, check this

Three digit, four digit, five digits and two-digit code list are there. Check the site with patience. Surely you'll get a solution to your
problem. Search the site by 'Timeslide'
option. It will make search easy. Or, type in the brand name to your device
into its search box, and press "Enter."
Check your owners manual for instructions to program your remote(you didn't list a model number so I can't give you step by step instructions.)
If that doesn't work, you have 2 options. 1) Contact your TV manufacturer for help.
3) Purchase a 3rd party remote that works with your tv.
