You've probably tried all this but humor me, check the plug to make sure it's not loose, make sure the terminals at least feel like they're tight and still connected, the walk down the cord (unplugged), hand over hand to make sure there aren't any bulges or shallow feeling spots showing a problem in the wiring.
I would guess there is a fair amount of problems with the foot switch, but I don't know this, after plugging back in, slap the switch with your hand vigorously a few times, if corrosion or a fault is present, this might wake it up, at least give you an idea of where to head next if it tries to run.
sometimes the little rubber wheels in front wear out of round and bind. Try those first (if they're the tiny ones you must buy a pack of 20 from oreck directly) and Orecks are known for being hard to push when bag begins to fill up.
The manual is available as a PDF here: http://www.oreck.com/Owners-Guides . Scroll down to the Canisters section and then select the link for the Compact Canister vacuum.
The replacement bag that you should use is: Oreck Replacement Treated Filter Bags (12 pk. with 1 Micro Filter) No. PKBB12DW which cost $14.99 for each package from Oreck. On the Oreck site, these are the Hand-Vac Bags. See: http://www.oreck.com/Hand-Vac-Bags to order them online.
Same thing just happened here. I know there's three plastic tabs that need depressing inside the wheel to get the wheel off but so far, I haven't found enough of the right tools to get all pressed long enough to remove.
I know there shouldn't be any "just push the button and let it retract"------at 100 mph, anymore, which is what caused the issue with this one.
I hope someone posts a quick fix, otherwise this thing is living with an extension cord attached.

I do not have an instruction manual since it was given to me. Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. The best way to clean a dirt cup is to wash it with soap and water and dry it thoroughly so that there is not water or moisture, do NOT however get the filter wet because it will lose filtration and the best way to clean the filter is to brush off the dirt, wipe off the dirt on the filter, or replace the filter id dust and dirt are getting through, other wise wash the cup only with soap and water. Also contact your local vac dealer or Oreck Store in your area or the Oreck factory @ the number listed below t get a new owner’s manual. So feel free to contact your local vac dealer. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions. http://www.oreck.comCustomer Service Customer Service Hours: Monday - Friday 7am - 7pm Central Time
