This is the keyboard from a Packard Bell Easynote. I have no idea what model you have so this will have to serve as an example.
At one time manufacturers used to place a physical switch on the laptop in order to turn the wireless on and off but in recent years they have gone to using the keyboard. Look at this image:

Do you see the symbol sharing the F3 key ? That toggles your wireless on and off.
Probably in BIOS to enable it.
In Windows to configure and activate it.

So you are using two different XP discs with two different activation codes? That may cause problems. Anyway you are probably already formated with NTFS. So it sounds like you are trying to re-install XP? Go in set-up and choose the CD/DVD ROM drive as the first boot device then start up with the XP disc in the drive. Use the disc for the original XP that was on the computer. This may get you to a point where you can re-install.

Huh! Sounds like a power issue. Unplug, try cleaning out the guts in case something got in there, and retry, and again with a spare power supply if things are still bad. It would help to know whether something other than the power supply's clicking, I suppose....

Unable To Detect Wireless Network
If the Packard Bell machine is unable to detect a wireless network, the computer itself or the network could be at fault.
Check that a wireless signal is being broadcast via another PC or device, and check that are wireless adapter is installed, complete with the latest drivers, which are available at the Packard Bell website.
Unreliable Wireless Network
If the wireless connection is unreliable, intermittent or very slow, it suggests a problem with the Wi-Fi broadcast.
Try positioning the computer closer to the router broadcasting the wireless signal, or use a signal booster to improve the range.
Download and install the latest driver updates from the Packard Bell website and through the Windows Update tool.
Unable To Connect To Wireless Network
If the computer can detect the network but is unable to connect to it, a network security key may be required. This should have been configured by the person who set up the network. Consult the documentation that came with your router for details of how to change it or generate a new key.
