Which fuse handles instrument panel and tail lights on ''98'' E150

Can I see a fuse panel diagram? I have a 1997 Ford E150 van. The headlights work, but the instrument panel lights for the main panel do not, and the headlight high beam indicator is opposite normal. The indicator light is on with low beam and off with high beam. Fuses all good.

You have a ground problem most likely located on left kick panel but there are several grounds
Check all grounds thoroughly
I had a similar problem high beam indicator worked backwards
I found s loose ground tightened and it fixed everything

2003 Pontiac Vibe no tail lights, brake lights and turn signals work just fine. The dimmer switch does not dim the dash lights but does work the dome just fineand the lights for the Heat/AC are off.

The tail lights work off the headlight switch, and there is a fuse for the tail lights. Make sure the fuse is good, first, a 15 amp (blue) fuse in the instrument panel fuse block. Then, you might have a bad headlight switch.
So you DO have dash lights, they just don't dim from the dimmer switch? In the wiring diagram, there is a green wire from a "tail light relay" (in the "Junction Block-Right Instrument Panel") that carries power to all the exterior lamps, as well as having a splice to the Instrument Panel Cluster (illum. bulbs), and to the lamp dimmer, and to the radio bulb.
To do any further testing, you would need a voltmeter or a test light, so you could chase down this power loss. Good luck.

No dash lights, tail lights, or park lights unless headlight knob switch is pulled to headlight position, then wiggling shaft in and out to find working spot, then all lights, dash, parking, tail, and...

You did not mention the type of vehicle . However if you check all of your ground wires under the hood and to the frame (undo and shiny clean, replace tight).
