Kenmore dryer 70 series-MK0735122 it seems not to be moving air to the outside. It's heating up just fine (new element) but the whole unit is heating up almost to hot to touch and the clothes are kind of getting dry but really just staying damp.

Yes a wire may have come loos or the element has move slightly. although a screw is supposed to hold the heating element. it is possible that it slipped out first.
Check your entire vent tubing from the outside vent to the line coming out of the back of the dryer.
Overheating indicates low air discharge flow. The air in the dryer must move out quickly so the heat doesn't build up too much.

As everything in your dryer is working fine apart from it heating properly so the recommended repair will be thermal fuse/thermostat replacement. However, you can also test its continuity before replacement. Please get back to me if you have any other questions.
Your wall vent is restricting your air flow somehow. Many times they get plugged with lint. When this happens it activates a thermal safety switch in the dryer and doesn't let it heat to the proper level.
Try running the dryer with the vent pipe unplugged. There should be a lot of hot air coming out, if not the insides need to be cleaned. If it really moves air, and dries a load ok unhooked, your vent is clogged. Clean it if you can. If you can't, look into a lint trap that will work for your situation, some have a water trap, some are good filters, etc. If the air is not hot, some of the electric element may be bad. If it's gas, it could need a tune up and cleaning inside.

You probably have an open thermal fuse, the dryer will run in some cases and not heat, Just moving air across you clothes will dry them however it takes forever.
If you are electrical or mechanical replace the thermal fuse yourself if not call someone you trust, you can purchase thermal fuses on line from Sears.com just do a parts search for you specific dryer.
