If not in the direction of the paper feed then in the direction of the scan head. Dirt on the scan head or bad scan head or scan head connection. Send it back.
You can change colour option is scanner software from where you scanned.
For that before scanning open that software then go to it's settings and change scan option to color if you want color.

Is the scanner scanning normally otherwise? Try scanning a printed matter with white background and if it is okay, then the streaking may be because of excess brightness chosen. Check if the paper movement is at constant speed. If it is smooth paper, it may slip and the same area may scanned again, appearing like a streak.
