Acording with bialetti.com that part is not avaliable for replacement, someone who's familiar fixing electrodomestic stuff might give you a better opinion, if can make the trick for you for a few bucks or you can check if is just spring missing, if anything looks right, it could be a fuse inside but you have to open it to check, if you never fix nothing electric before, get some of your friends can check it for you on your presence, never ever leave your machine with no body, you can see it for the las time if you leave it with some one you dont know very well, like your husband or son.

Are there any tools in USA to open electrical base?

if it has screws then there will tools to remove them
find a good tool shop and there will selections of driver bits that will fit any screw made
take the base along to try the fit of the blades.

I need a new handle for my GB Musa 6 Cup coffee maker. I am from Quebec City, Canada. Where could I get one of these?

It's a Bialetti Musa. The GB stands for Guido Bergna, the designer.

I haven't seen handles on any parts site, just gaskets and strainers.
You might contact Bialetti Canada, or Bialetti USA and get a handle.

My espresso maker, a Bialetti, has its top very stuck to its base. How do I release the aluminum from the aluminum? It's like a jar top that's been GLUED to the jar!!

i had the same issue. i ran the base under very hot water from the tap for one minute. This forces the metal to expand and loosen, making unscrewing the base much easier.

How much coffee?

Fill it as full as you can with fine ground coffee. I cut the resulting brew with an equal amount of boiling water. Called an "Americano" in Italy.
