Usually on email, as that is mostly what I use this computer for... I'll be typing and suddenly the keys I'm hitting are typing out diffferent letters. I haven't been able to figure out what I'm touching if anything nor made any sense of how it is changing, a mirror of the keyboard or whatnot... I have to shut down the email and reopen it to reset. This is happening more frequently, 5 times yesterday alone. Thank you, Barbara
SOURCE: my laptop keeps making beeping sounds when i type.HELP!!!
Do a system restore to a point previous to the power failure shut down. It sounds like the abrupt shut down glitched the system.
SOURCE: Typing delay
You can change the repeat delay times on your keyboard.
Click on the Control Panel then Keyboard icon. In the Speed tab you can change the Repeat delay and the Repeat rate settings to suit your requirements..

SOURCE: keyboard stuck on fn
I found this on another site, and it worked on my Vostro 1510:
Try pressing shift + numlock (Scrolllock in blue) to toggle the Fn feature.
Normal numlock comes on, so press it again by itself to turn that off.

From Dell:
