This is a drainage issue. the spin cycle works in conjunction with the draining pump. they both work at the same time during the spin. if the drainage hoses or pump are clogged with debris, it will prevent the water from being drained properly.

Check the following to address the faulty drainage issue.

1. Clogged drain line or water pump
Check to see if there's something stuck inside the pump or the drain hose connected to the pump (pump is usually located at the bottom and towards the back of the washing machine).

2. Water Pump
If the drain line isn't clogged, you may have a problem with the water pump such as a frozen pulley or a broken impeller. If that's the case replace the water pump. Note: if you have a belt driven washer, check the belt(s) for cracks, as this would be a perfect time to replace the belt(s) if needed.

Washer wont spin

If your waher drains but won't go into the spin cycle, then it is most likely the transmission. BUT make sure that you check it in all the different wash modes, since if it works in one of them then it would change the diagnosis.

Water coming out of the botton during spin cycle

Take the bottom panel off the waher, put water in the machine, and watch to see where it is leaking. If you don't see a leak during the regular cycle, put the machine in drain and spin mode, and watch for leaks there. You should find your leak during one of these cycles so you will know what part you need.

Kenmore #110.26954690 won't spin in spin cycle

If it doesn't pump out water either, yes, first, I would suspect a broken belt (or motor coupling if direct drive).

Unlikely that the center cone is jammed.

Waher wont spin

first, if it's under warranty, have them service it, if not then....

the maytags work mainly on belts with a forward and reverse on the motor. forward washes, reverse drains and starts spin cycle. if the motor does reverse and drains the water, then it's probably the transmission of the washer. these washers have 10 years parts on the transmission, so I would have a service repairman come out and fix it. you'd only pay for the labor and the transmission would be free.
