Sounds like fan is hitting water, also throwing off a water mist.

Look outside the unit, unless you are very high in the air and clean out the condensate\water drain hole. You live in a very humid climate, you have to keep that hole clear or water will build up. Some units us a splash system to splash on to the condenser to help cool it.

My unit is throwing water out of the front vents not a lot. It sound like the fan blade is hitting water It still cools but makes a loud noise .R bordeaux

The water and noise you hear is from the fan blades hitting backed up water in the drip pan. This occurs when the drain hole near the rear of the drain pan is clogged and/or the rear of the unit does not have enough downward tilt. Which allows the water to flow freely to the drain hole. The general rule of thumb for downward tilt is 1/4" to 1/2". Correcting these to things should solve the problem. Be sure to turn the unit OFF & Unplug it, before attempting remedial service work on the unit.

Where the unit drains is clogged it sounds like so your fan blade is hitting the water and scooping some of that water indoor. look where the condensate drains and clean that and it should be fine

You could have a pin hole in your refrigeration line. The mist is probably the refrigerant coming out. Check the coil very carefully to see signs af any breaks. You may also have a bad drainage and the water is accumilating inside the unit. The fan blades can throw the water against the filter. Look inside for standing water. Good luck!

Hi, I'm not sure what the white sticky film would be, maybe from a mixture of dust and condensation or something that has been sprayed in the room such as a air freshener that will be draw back through this evaporator coil on the return side? You say that the pan has little water that you can see anyway, but for a mist to be coming out, the fan is picking up enough water to throw it back at you, so this tells me there has to be more water then maybe you can see. Please check to see if it is draining good to the out side area from either the weep holes as we call them or a poly drain line. Check to see if you have a foam type return air filter in front of the indoor evaporator coil as this may be causing the sticky film if it is old. Check the coil to see how clean or dirty it may be. There will be a way to remove the section to expose the coil and filter in front. The blades of the blower/condenser fan motor are dipping down enough to pick up water that is puddled up some where in the pan of the unit, or the coil is dirty and not letting the moisture run off fast enough to run out and the fan is blowing this condensation right on through. They make a coil cleaner, but its sold at wholesale a/c houses, but you can try a cleaner like 409 and clean it up good and also do a good rinse after this. See if this unit has a drain at the bottom of the coil and make sure it is good and clean. This should solve this problem. Water in air conditioner

A lot of the newer window units design the outside fan to pickup the condensate water and sling it onto the coil. The evaporative effect makes the unit run more efficiently. They ususally don't spit, but if the unit is running well, otherwise, I would't worry about it.

It seems it's collecting water in the tray and blowing it out through the top vent, dripping from the bottom inside the house and is making a sound constantly like the fan is hitting water as it blows.

AC units do take the humidity out of the air and water collects in the bottom. The unit should be tilted slightly downward on the outside so that the water runs outrside. Make sure the drain holes are clear. The pinging noise is common, the fan is hitting drops of water, nothing to be concerned about

Water doens't drain properly and sitting there,

that's fairly common for window units, it's ok to drill a small hole in the underside of the case to drain the water, just be sure you don't puncture the condenser in the process.
