What happens when you dial 165 on the intercom? If you get voice mail, then try dialing 7104 165 # on the intercom. That sets CF-No Ans to voice mail for your set and the FWD/DND button should light solid (or not, it's a program option) or flash. If you dial 7101 it should turn on Do Not Disturb (7100 cancels). In DND, the FWD light should flash.
Once you have set these two conditions up, the FWD/DND button has 3 states, FWD, DND, and OFF.
The FWD/DND button has 3 steps of keypress, Off, FWD, DND. The idea is you press it until it stops flashing or being lit and you have nothing set. If that doesn't work, try Call FWD/DND cancel, *7100 on the intercom.
It will flash for 2 reasons. The phone is in Do Not Disturb, The phone is forwarded and the lazy installer didn't change the button indication to solid.
What happens when you press the FWD/DND button on an idle phone? In most systems, it's supposed to toggle between FWD DND and OFF after you press it more than once. If that doesn't work, try pressing FWD STORE 0 STORE. That should turn off FWD/DND and unset it.
However, here's the problem. Your phone may have CF-condition set to send busy and unanswered calls to voice mail. We do that so the individual extension can set his own transfer to VM time. Those commands start with *710x and the VM extension which is 500 by default. For example dialing *7104 500 on the intercom will set CF-NA to the voicemail port on a TDA/TDE system equipped with a Panasonic Voice mail system. When that happens, the FWD/DND light goes either red or blinks red and the forward condition is set.
You can review the operations in the OM for your system under Call Forward and Do Not Disturb.
If you have not found an answer to this as yet just pick up intercom and enter 7100 at the phone. This will clear any DND. Now enter intercom 7105165. This will give a long tone and the DND/FWD lamp will flash showing Call forwarding active for VM.
Take a look at the manual. One of the bits in programming deals with the status of the FWD/DND button. You can make it light solid for FWD and flash for DND. There are other ways to intercept the calls, but trust me, this is the cleanest. You set 7104 165 # and it will forward always on no answer after x rings. Those rings are set system wide and can be adjusted in programming.
If you sit down wiht the PG manual, pay attentiion to programs 202,203,619 and 990 area 9 bits 3&4. A ring cycle is about 6 seconds and the default intercept is TWELVE rings....you should adjust that to no more that 4.
What are the other phones? a 7730 is an analog PITS phone and requires 4 wires to make it work. If you connect it to a digital jack, the data lets it indicate key functions, but there is no voice, and that sounds like what you have. Try taking a 4 pin base cord and plugging directly into port 1 of the 816 and see if everything works. If it does, you have your answer.
In passing, the FWD/DND light will flash if there's a forward or DND condition on the phone. Dialing 7100# from the intercom will clear all FWD/DND conditions, as will pressing the button until nothing lights.
Your delephone reference doesn't mean anything to me.
Panasonic features are in the system, not the phone. If you have a TA series, from the phone, pick up the handset and press the FWD/DND button and dial 4#. (you may also dial 71 in place of pressing the button).
Cancel is 0# in place of 4#, but you also have CF to voice mail issues, where 1+VM EXT is all calls and 2 is BUSY/NA.
If you have a TD or TDA or TAW system, you get lucky, because the FWD/DND button works in 3 modes. For DND it's 7101 or *7101. The button will light with a solid red light and when you press it, it either flashes or goes off. The system gives you both FWD and DND settings.
If the FWD/DND light is lit solid, the extension is in DND if it's programmed properly. You can test this by pressing the FWD button and reading the display. It will clear and press it again and it will set and tell you what it did. (if DND and FWD are both set it shows 3 states).
At the phone, press intercom and dial *710x where x=2 for all calls, 3 for busy, 4 for no answer or 5 for busy/no answer plus the extension of the voice mail plus #. Your FWD light should blink and you have now set FWD to voice mail.
