LOC indicates that the Control Lock has been toggled on. This prevents accidentally turning on the oven while cleaning the control panel. Toggling this on and off depends on the model number of the range/oven. For some models, press and hold Cancel and Cook&Hold for three or more seconds until the lock goes off. Press Cancel first; this is for models with the following manual
