Most likely the oven ignitor is bad or weak. You can look at it and see how it compares to the broil ignitor. If you see a whitish color on the ignitor and if it doesn't fully glow then it needs to be replaced.

If broil and bake do not work on your bottom oven, it is probably your lower thermistor or control board. If the bake works but broil doesn't or broil works and bake doesn't, it is very likely your heating element. With an ohmmeter, the heating elements should be about 40 ohms. Much higher or lower signals a problem. If you suspect the control board is the problem, they can be repaired quickly and reliably at www.fixyourboard.com
Hello - Most troubles with ranges occur during the "self-clean" cycle. The problem- no lower burner- could be a bad ignitor. Part is 40-75$ Fairly easy to install, or have done for about 75-100$ Let me know if info helps- I have more if you need it - Thanks- ED
Sir, I think the top oelement is for broiling ONLY. It should not turn on when baking. The clicking may be the oven heating up.
How far apart were the oven temp instrument and the digital?
Don't expect them to match...they are inaccurate.
1. Heat water until it boils. Place digital therm in boiling water until it comes up to 212deg. If it is not at 212 in boiling water, record the error.(this gives a rough calibration to the digital)
2 Turn on oven, set to 350 deg, place digital therm on rack. Wait until oven reaches 350 (on stove) and read the digital. Note the difference between the two

Have you checked the broil element resistance? Unplug the range and remove the back cover. Remove the wires from the broiler element and place a meter across the element posts. See if the element reads close to a short (It should read very low resistance if good). If the element reads infinite (open), you will have to replace the broil element. If the readings are normal, you may have a bad Electronic Range Control (ERC) board. The board controls the bake and broil features of the oven through two separate circuits. Usually a relay on the board goes bad. Since the ERC is considered "non-serviceable", replacement components can be hard to find. For this reason, the entire assembly is usually replaced. The ERC runs around $100 for your range, while the broil element can run anywhere from $35 to $60. Now...as far as your self-cleaning function is concerned - most electric ranges use BOTH elements to super heat the oven cavity to about 700 - 800 degrees F. With one of the elements not working, there's a good possibility the self-cleaning function will not work either Double check the items I mentioned and let me know if this helps you.
turn the broil on high by itself wait a couple min. and see if it comes on. if it does the your bake element needs to be replaced or you may just have a burned wire where the bake element plugs in. just remember to turn the breaker off to the oven before trying to pull out the element
Yes, it could very well be an igniter. The igniter can still glow and not work. The reason being that the igniter (depending on type) needs to produce .25 to .37 amps in order for the gas valve to open. If this potential is never reached, the igniter will glow, but gas will never flow. Or, gas will eventually flow for a weak (slow) igniter and will take forever to ignite. Which could be the reason for your low bake temperature. The burner does not stay lit all the time during the bake cycle. It will cycle on and off as needed to maintain the oven temperature. If the igniter is taking a long time to relight the burner, it could take a long time to heat. The broiler has a separate igniter and probably doesn't get used as often as the bake igniter. You can test the theory by swapping the igniter between the bake and broil burners and see if the problem moves to the broiler. Make sure you secure power to the range BEFORE attempting to remove the igniter, however. You should not have to turn off the gas to do this. Everything should be accessible through the oven door and broiler. I tell you this, because a new igniter (depending on the type you have) can run as much as $100. It will probably be worth the effort just to be sure. I hope this helps you.
