Undo tthe needle to raise the needle arm ...this will allow you to get under and carefully cut away the jam....there really is no easy way, and you may have already damaged the fabric if it is in the feed teeth, so be slow and gentle.

To do free motion quilting on most machines, install a darning foot or free motion quilting foot, drop the feed dogs, set the machine to straight stitch. (Because FMQ requires you to manually maneuver the fabric, stitch length is moot.) If your machine has the feature, setting it to Needle Down will also help. When you stop sewing, the needle will stop while penetrating the fabric. This prevents you from accidentally moving the fabric while trying to adjust before sewing again.

Bernina 1030 starts by itself and runs very slowly some time after parking the needle at the top

This is most likely a fault in the foot control. Normally supplied with this machine is a Type 10 and this can be fixed quite easily but probably not by the machine's owner unless you have some electrical and mechanical experience.

If you have knowledge of and access to a multimeter, you can test it. What working properly, you will find the following:
Pedal released: resistance is infinite (anything around 4k Ohms or less and the machine will run).
Heel pressed: resistance is about 10k Ohms.
Toe steadily pressed from nothing to all the way down: resistance is infinite then after a small depression, jumps to about 4k Ohms steadily decreasing to zero as the pedal reaches all the way down.

Your problem, being at the point where the pedal isn't pressed suggests that there's some contamination in the pedal. It's also possible that you have a type 365 pedal (as used on the 930) and this is more likely to give this kind of trouble due to the use of carbon brushes in this foot pedal.

Walking Foot Trouble

sounds to me like you are getting what I call "flagging" of the material... where a tiny bur or something catches the material and pulls it up. If possible increase the presser a bit on the presser foot. You might also have the wrong foot for the machine or simply a defective one.

Also when it does this... do you notice any bobbin thread on top of the seam?

It was working fine. Then stopped. When you depress the pedal the motor idles but the needle doesn't go up and down

it's possible that the foot pedal has gone out
check to make sure the power cord in inserted into the machine correctly & also the foot pedal

Won't sew when foot pedal is pressed

Since it was your grandmother's machine, it is very likely the machine has not been used in many years nor has it had any TLC. Most often, the machine will seize due to old oil that has dried out. Resist the temptation to try running the machine until the issue is addressed because the motor can be damaged. If this is the cause of the problem, you will need plenty of patience, good quality oil, possibly a handheld hairdryer, and good ol' elbow grease. But, at the end, you will have a well-functioning sewing machine.

Wheel on right side that controls the needle up and down is very tight...

I have a White 955 machine and I am trying to quilt with it. It works just fine when I am sewing just one piece of material to another but when I want to sew the layers of the quilt together the stitches...

I know this is strange, but make sure the pressure foot is down. When I quilt sometimes, after getting the bulk under the needle, I forget to put the pressure foot down or it get's knocked back up by the quilt and causes the same problem. Good luck.
