Possible that the motor is not moving , could be a faulty capacitor to the motor. Also check for the free movement of the agitator, if the shaft is tight then it can cause a drag on the motor.

It sounds as if the tub may be lodged in off balance mode causing alarm to buzz , check tub for centering as well as should be a paddle or hard wire near tub to trip off balance switch possibly not releasing,check for free movement and continuity that would most likely be no continuity not touching tub.
