Your 8650 is likely about 30 years old. It may not have a reset switch. If it won't run it may need a new cord or switch. If it's in good shape it may be worth having it looked at by your local Riccar dealer.
Your 8850 is an old vacuum. If a new belt does not solve the problem it may need a new rubber motor mount or metal pivot. Both parts are inexpensive and available from your Riccar dealer. If it's been a while since it's been serviced it would be wise to have it serviced by your dealer. A Riccar vacuum will last for many years but should be serviced once a year like all vacuums.
If the vacuum runs well with no other problems it may be worth buying a new cord reel. It may be less expensive to purchase a new vacuum but it may not last as long as an older machine. I have many 10 to 20 year old vacuums brought into my store for routine maintenance. Do not try to replace the cord as you are correct, the spring come flying out.
If this problem happened after you replaced the filters, check that the filters have been installed correctly because some filters have sensor magnets installed on them and unless they are in their correct position, the machine wont power on.
These type of cord retractors have a set of contacts which sometimes get corroded or bent. Or maybe the reel has become wobbly. As the cord reel moves, these contacts should have enough pressure stay in contact with the tracks on the reel at all times.
You sound like a handy person, so you would have to take the assembly right out of the machine and perhaps be able to correct the situation. Some of these contacts are easily accessible, and others not so easily.
While you have the old assembly out anyway, you also might be able to buy a new one to replace it.
Without a close look it's hard to guess what to advise you.
Maybe a vac repair shop could throw in an tune up as well?
Check the motor brushes and so on?
you have a bad cord reel. the cord may look fine but its the contacts inside that have gone bad. i have had some luck with simply adjusting the contacts but probably need to replace the cord reel.
