Motorola RAZR V3 Cellular Phone Charges, then turns self off

when you dried it off you did not open it up and have the phone service so you should take it to a repair store and have it fully service or the firmware reflash but you may have to purchase a new one

Wet phone

It only takes a very very small amount of moisture in the phone to create damage.
you may not have got all the moisture out or some may have been trapped in a connection somewhere so once you start using it it shorts in that spot and back come your troubles. I'm sorry but these things are generally not repairable

My display outside and inside isnt working for my motorola razr v3

bring it to a technician, and let him know what the new battery and charger did to your normally fine phone. They should be responsible for repairing your phone. No easy fix as described above. Let me know how it works.
