THE PRINTER WILL PRINT ON NORMAL PAPER BUT WILL NOT PRINT ON KODAK PREMIUM PHOTO PAPER
Ok,, thanks again for the additional info. I had the same problem at one point with my HP photo printer, it seems the electronic eye that watches for the edge of the paper somehow can't see/focus on some of the high gloss papers.
How I tested it was simple. I roughed up(wrecking) one sheet and ran it through, it saw the page and printed. after that I tested with semi-gloss and it seems to work better.
Give that a try and let me know if that works.

Sorry about that, yah, if roughing the paper up didn't work then it must be a software problem. Check the disk that came with your printer, if it has the vista logo on it then run it and install the photosmart software. If not then go to the below link and sign in to HP chat support. Tell them your printer works fine on Vista but you cannot install the Photosmart software. Ask them for a link to a Vista ready version. They have one but do not provide it publicly as it is only licensed for use with their printers/cameras/PC's.
It is a free program if you own their hardware and is more functional than the included windows photo software. This should solve the software issue.

I put the paper shiny side down.
I set the printer for HP premium paper.
There's plenty of ink in the cartridge.
It picks up the paper and just quickly runs it through without printing anything.
The paper is high gloss.
I tried Chris's above suggestion. Now I know that it isn't the type of paper either. As a last resort I tried printing my photo on a piece of regular computer paper. It wouldn't print! So the culprit isn't my DeskJet 932C, but instead it's Vista's photo printing program itself. As I've already said the printer works perfectly for printing documents, etc.

Sounds like you're on the right track, when you say it won't print, is it not picking up the paper, jamming, or just feeding the paper through without actually printing?
Also is it Hig gloss, semi-gloss or matte finish paper?
Two questions:
1. are you putting the kodak paper in shiny side up or down?
2. Have you gone into the printer setting to tell the printer you are using photo paper?
