Is the lid to the dirty water tank on all of the way? Check the filter inside the dirty water tank to make sure it isn't pushed up all the way, it needs a 1/4 in. gap between the top and the top of the filter. If this has the type of tank that has a removalable block on the front of it, is it installed?

When your Hoover spin scrub is not sucking up water, the most common problem is the clear round cap located on the suction nozzle is not closed. See pic. Also check the rubber cap on the dirty water tank.

The loud whining sound could result from an obstruction within the various parts of the machine, like the noizzle or suction pathway.Check the motor could be having a problem
Make sure the switch is on the setting you are using, I.E. spin scrub. If this isn't the problem you may have a bad turbine blade, if the scrubber brushes aren't turning that is your problem. $45, a screw driver and general mech. abillities will fix it. http://www.vacpartswarehouse.com
First make sure that you are getting suction from the bottom of the
machine. Most of the time the squeegee is worn out which does not allow
it to pick up the water like it use to. Turn over the machine and
inspect
the squeegee. If it looks worn or bent then it may be time to replace
it. You may also consider replacing the filter. These are the two most
common parts that wear out.
