I would think the SMPS fan, sounds like it's not keeping your computer cool. CPU fans usually never cause much trouble, but maybe you could look into getting quieter fans.

yes it is possible to replace the fan, i would recomend that you replace it with an aftermarket cooler. all you need is what kind of CPU you have, then find out what kind of socket it is, from there you can find the cooler you would like.
The CPU wont make noise unless its frying. So its either your hard drives, cd drives, or your fans. If its your fans i sugest buying newer "Cool Master" fans that are powerful but less noisy
There are 2 main reasons for the CPU fan to run noisily.One is that there is film of dust accumalated on the cooling fins thus not allowing air to circulate and cool the CPU properly.The second is that perhaps the fan needs to be oiled because the sleeve bearing has gone dry.The most common problem for a noisy CPU fan is accumalation of dust.You will have to remove the fan and clean it thoroughly with a soft brush.
