If element caught on fire, I would suspect stove needs cleaning. Do that then elements should not smoke for long. (I hope all moisture was removed from stove!!!)
I recommend a product called of all things "barkeepers friend". It comes in a can with holes in the top to sprinkle the powder out of.
Moisten the stubborn area and sprinkle this product on the stain then add enough water to make a paste. Make sure the paste covers the entire stain. LET IT SIT FOR AT LEAST TEN MINUTES. Then rub with a wet cloth. It always works for me and I have a black stove.
sorry to say no , if you try to peal it off or scrape ot off you will crack the cooktop . this keeps happening i have seen it at around 4 times for some reason revere ware melts . there should be a warning in the manual ( i know ge does have the warning about copper bottoms ) . replaceing the cooktop or the whole stove is the only "true" answer .... sorry .....Please if this answer helped , please rate this 3 or 4 stars . and keep me in the paid answer department . Have you tried using a razor blade scraper. Also I have found Ceramabrite cooktop cleaner to be a very good product. There is also a less abrasive scouring pad available specifically for glass cooktops.

I used Mr. Clean multi-surface and the green, back side of the sponge. Turned on a light to show visible stains better, and scrubbed away. It didn't scratch the glass and got it out quick. Hope this helps.
Sugar spills on a hot surface will 'pit' the glass surface. There is no way to repair. The damage caused to the surface is only cosmetic and will not affect the performance or operation.
