You can't. All televisions need a remote control. How can you have a television without a remote, they all come with one! They are readily available online, Amazon, eBay or from Walmart
Set-up (Programming) procedure is too much to type in here, and is not practical and it will differ brand-to-brand remote controls. If you wish to get more; check the sites linked here. The site has set-up code list & set-up procedure to many popular brand remote controls. The site has general set-up codes to check with TVs and other devices are given, in the order of the 'device's brand name list' in alphabetical order. Set-up code list to many brand remote controls also is given. Pull up older posts. Search the sites by type in the brand name to your device in its search box at the top right part of the display window. • If your device does not respond to the remote after trying all codes listed or your brand is not listed in the code list, use the Auto Code Search method to program your remote.
• Sometimes the first code that "works" with your device may operate only a few functions of your device. There may be another code in the code list that performs more functions. Try other codes from the code list for more functionality.
This is a trial and error procedure; and quiet time consuming. You might have to check different codes said for your device.

Turn on a device (e.g., VCR or DVD Player) and, if applicable, insert media, (e.g., video cassette or disc).

On the remote control, press a device key once (i.e., or TV).
NOTE: Use the AUX key to program control of an Audio Amplifier or
Receiver, a DVD Player, a Home-Theater-In-A-Box Device, a PVR (or DVR),
or a VCR.
Press and hold Setup until the selected mode key blinks twice, then release Setup.
Locate the code for your device in Manufacturer's Codes listed
below. Brands are listed in alphabetical order with the most popular
codes listed first.
Enter the first five-digit code for your device. If you perform
this procedure correctly, the selected mode key will blink twice.
NOTE: If you enter an invalid code, the selected mode key will display
one long blink and exit the programming mode. Repeat steps 2 to 5 with a
valid code.
Aim the remote control at your device and press Power once. The
device should turn off. If it does not respond, repeat steps 2 to 6,
trying each code listed for your brand until you find one that works. If
it still does not work, try Searching For Your Code.
NOTE: If the device does not have a Power key, press the (Play) key
The Sceptre TV do use the Sony codes. However, the cheap universal remotes do not have the buttons needed. The Volume Up/down and channel up/down are controlled with the circle of buttons (arrows) in the middle of the remote.
You can get an OEM remote from Sceptre. They still have them available. Sceptre is in California.
I just got a 42" komodo by Sceptre, same problem, except "SCEPTRE" showed on the screen. I was sent a USB key program to insert in the service slot in the back and it reflashes the bios. This is old news for you but maybe new for someone?
