The tv recently began experiencing problems with its picture. When you turn it on the standby light blinks and ther is sound but no picture. If you then turn the tv off and back on, the tv will then work fine for a while and then the screen will distort from the bottom up, agian leaving you with a blank screen. You can continue turning it on and off and will someimes briefly get a stripe of color, and the tv may sometimes agian work, but never for long periods of time
Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

SOURCE: stuck in standby
The 4 blinks indicate a vertical deflection problem. Either the connections on the legs of the vertical IC are bad or the IC is defective. If you can solder, you can fix this yourself. Let me know if you wish to attempt the repair and I'll provide more details and instructions.

SOURCE: Sony Wega 40" TV will not turn on, standby light blinks 6 times repeatedly
Hello,For model KV-40XBR800,
Pls check following area.
Low HV Shutdown:
On the D Board.
Check IC8004/pin 7 should be 7.4v.
Check IC8006/pin 2 should be 2.5v if lower will trigger shutdown by causing pin 1 to turn on.
Check IC8006/pin 3 reference voltage 2.2v.
IC8006/pin 1 normally at 0v. If high
turns D5007 ON which turns the latch circuit Q6532,
Q6530, and Q6527 ON and turns the AC relay RY6501 OFF.
And NOTE: 6 blinks also can be Low B+ protection.
Unregulated 7.5 v from the power supply to 5v reg IC504 on the A Board. 5v to M Board Q2314
to CPU IC2300/pin 43. If 5v missing set will shutdown with 6 blinks.
Good Luck
